Aims & Scope of the Conference
The international conference ParCo99 will be held during the last few months of the century during which the first electronic parallel computers were developed. The next millennium will see the extended use of all types of parallel computers in virtually all areas of human endeavour. The conference aims to give a retrospective view of what has been achieved and a prospective view of some future developments.
Noted researchers were invited to give their views on particular aspects of parallel computing during plenary sessions. In addition papers which contribute to the view of what has been and what is to be achieved in the parallel computing field are solicited from researchers, developers and users.
Papers covering one or more of the following topic areas can be submitted until the respective due dates. Preference will be given to contributions covering real implementations and practical experiences.
Topic Areas
Section 1: Applications
The application of parallel computers to solve all types of business, industrial, scientific and engineering problems. The emphasis should be on the impact of the parallel processing paradigm.
Section 2: Algorithms
Numerical and non-numerical parallel algorithms, also addressing aspects of scalability and adaptability.
Section 3: System Software & Hardware Architectures
Operating systems; compilers; techniques such as threading, scheduling, load balancing, message passing, automatic parallelisation; hardware architectures; communication systems; protocols; etc.
For each topic aspects relating to:
- software engineering methodologies
- programming paradigms
- development environments
- performance and benchmarking
- debugging
- multimedia, visualisation & virtual reality
- etc.
Scientific Programme
The scientific program consists of:
- invited papers,
- contributed extensive papers,
- contributed specialised papers, and
- industrial papers.
Extensive papers will be presented in parallel sessions with 20 minutes available per presentation.
Specialised papers will be presented in interactive sessions through presentations and display material.
An industrial session and an exhibition of equipment are planned.

Submission of Contributed Papers
Extended abstracts of papers in English are solicited. Abstracts should be ca. 1000 words and include the most important references. The relevance and originality of the contribution must be stated. For each contribution proposal indicate whether it is intended as an
- extensive or specialised paper; and
- in which section (topic area) it should preferably be included.
Electronic submissions are preferred. In those cases where submissions are made on paper, four copies of the abstract must be submitted to the conference office before the due dates.

Acceptance
The organisers will attempt to include papers in the program according to the wishes of authors. In those cases where extensive papers cannot be included in the parallel sessions due to, for example, time limitations, authors will be invited to present these in one of the interactive sessions.
Authors will be notified of acceptance by 30 April 1999.
Authors of interactive papers which were submitted late will be informed as soon as possible, but not later than 30 June 1999.
Proceedings
The proceedings of the conference will be published after the conference. Acceptance of an abstract proposed does not automatically imply acceptance of the full paper for publication in the proceedings. To be included in the proceedings a paper must be presented by one of the authors, who registered as a delegate, and be accepted by the referees at he conference. If the full paper is not accepted, of a revised version requested is not available on time, only the abstract will be included in the proceedings.
Exhibition and Industrial Session
Several companies will be invited to participate in an industrial session which will form part of the scientific programme. There will also be an exhibit ion of new products by vendors.
Preliminary Programme
The preliminary programme will be published in May 1999. Those persons who do not wish to register at this stage, but wish to receive a copy should fill in the registration form as applicable.
Official Language
The official language of the conference is English.

ParCo99 is organised by the non-profit foundaction ParCo Conferences in co-operation with the delft University of Technology, The Netherlands.
General Information
Location
The conference will be held at the Technical University of Delft, Delft, The Netherlands.
Social Events
A full social programme is planned to include an excursion and a conference dinner.
Registration Fee
The basic registration fee includes: tea/coffee, lunches and participation in the scientific programme.
The full registration fee additionally includes: a copy of the proceedings and participation in the social programme.
Cancellations
A full refund minus a handling charge of EURO.40,00 will be made in all cases in which a written application is submitted to the Conference Office before 1 August 1999.

Note that no credit card facilities will be available at the conference registration desk during the conference.

Local Travel Information
The closest airport to Delft is Schiphol (Amsterdam). A direct train connection to Delft exists. Alternatives are to fly to Düsseldorf, or Brussels (Zaventem) or Rotterdam and commute by train or rented car to Delft.

Hotel accommodation can be booked directly through your travel agent. A list of hotels will be posted on the conference home page. Note that The Hague and Rotterdam, which offer a large selection of hotels, are close to Delft and can easiliy be reached by train or tram.

Best Paper Award
Awards for the best papers presented at the conference will be made. Two equal awards are available, one each for the best extensive and specialised paper.
